Spatial planning is considered a regional and sub-regional public policy that crosses planning levels, as it defines an integrated regional vision to be
implemented through spatial plans that aim to achieve balanced and sustainable spatial development and improve the quality of life. To enhance the effectiveness of these plans, there is a need for continuous and periodic evaluation and monitoring, and its paramount importance is highlighted in times of disasters, major crises and wars and their various impacts Based on intense review of the literature, legislation and documentation, the paper describes how to conduct a pattern of spatial plans evaluation and how theory is linked to practice. One of the main conclusions is that although many spatial laws and plans have been adopted, they don't include sufficient detail and provisions on basic monitoring and evaluation procedures. In fact, this practice depends largely on the correct, clear and interconnected regional administration. The main progress is achieved in monitoring and evaluating spatial plans depends on the mandatory legislation attached to a legally binding implementation framework based on the imposed variables, as the foundations of regional planning and development can't, the required spatial change occurs unless it is integrated with higher and lower levels of planning, and spatial management has become a persistent need driving development processes as a whole.The research confirms that evaluation is an important tool for managing change to determine the importance of effective interventions and to establish a systematic baseline during crises by monitoring variables and ensuring integrated public participation, and adopting a system of clear , sufficient criteria and indicators as key elements in evaluation and monitoring procedures for spatial planning that determines the efficiency of the work of any plan and the obligation of the concerned authorities In implementation, the reliability of data to build a scenario for managing the current crisis, sustainable future planning, and avoiding fragility that leads to imbalance again.
