Abstract

Governments in several countries seek to provide and expand public services, including transport services. This is of great importance in economic and social development processes, and governments use the tax revenues to finance the necessary projects.

The increasing demand for transportation networks and transport services due to the steady increase in population, social and economic growth has not been matched by an increase in the construction of transport networks or the operation of new transport services, which has led to many problems such as traffic jams, congestion of transport and deterioration of transport services. To the inability of state budgets to meet the costs of construction and maintenance of networks of transport infrastructure.

In the 1980s, the idea of private sector participation in transport infrastructure projects arose in various forms. Private sector participation in financing meant additional sources of funding.

In the past decades, in many countries of the world, there has been a significant expansion in the contribution of the private sector to the provision and operation of both transport networks and services, which have always been seen as a monopoly on the government sector. And in Syria, in light of the liberalization of trade in services, including transport services, Syria is forced to give the private sector opportunities to invest in the infrastructure of the transport sector, which still needs a legal framework to take advantage of this funding and this energy because of the impact of Conscious and economic reflected positively.
