The Reality of Public Education Policy in the State of Kuwait: A Critical Analytical Study in the Light of Chaos Theory

Abstract

Educational policy forms the general framework that guides the educational system, defines its objectives, and organizes the educational process. It includes all aspects related to building an integrated educational system, starting from regulations, legislation, planning, setting goals and curricula, through the implementation process, to monitoring and evaluation. Therefore, any imbalance in educational policy may lead to negative effects on the educational system. The research highlights the reality of educational policy in Kuwait, which suffers from instability and frequent changes, and uses chaos theory to analyze the impact of these changes on the education system. According to chaos theory, changes in one part of a system can led to effects that extend to other areas, illustrated by the “butterfly effect”, where the flap of butterfly’s wings can eventually cause a hurricane. Similarly, minor alterations in one aspect of the education system can create large, unforeseen consequences in others. The research also presents proposals to deal with these challenges by applying chaos theory, which provides a deeper understanding of dealing with unstable and nonlinear systems.
