Previous ethics on international relations focused on the role of the state or organizations as a main political actor, while this study is distinguished by its focus on the role of political parties and their influence within a regional organization, namely the European Union, leading to an examination of the role of these parties in decision-making in the field of European Union foreign policy towards Iran. The issue of integration between states occupies an important place in the ethics of international relations, based on the traditional functional theory and the new functionalism. While it is customary for this ethics to be concerned with the behavior of states in the integration process, and the creation of a higher political unit than the state and member states.
This research aims to study the role of parties within states and the mechanism of their influence on the behavior of the member states of the European Union and the foreign policy of the European Union and its member states. Although political parties are not considered among the main actors at the level of the international system, they enjoy a transitive relationship through their influence in shaping public and foreign policy within the state or the so-called black box for member states, as well as the European Union
