Abstract

The energy sector in Syria has been playing a strategic role in different stages of time. Prior to the crisis, the sector was instrumental in driving economic growth (as a direct contribution to the achievement of output through its domestic product and as an indirect contribution to the achievement of the outputs of other sectors). These contributions have substantially decreased with the effects of the war. The availability of energy products is an obstacle to achieving any significant growth in the economic and service sectors, not to mention the rising cost of living. Thus, if the problem to be addressed is in the crisis years (2011-2018) is to matching the supply to the minimum energy demand, the current balance between the available resources and the demand for energy products poses a central question: How will the energy component switch from being an impediment to growth to be support  for reconstruction and economic recovery? As a center of the basic infrastructure of the productive economy, the energy sector will play the role of catalyst for the rehabilitation of the service structures of society, and will contribute in the next phase to strengthen the foundations of economic and social stability as a whole.

The aim of the research is to provide a holistic approach that takes into account the effects of war on the energy sector, the importance of transition from emergency measures to the axes of the development of all sector systems based on sustainability, the integration between the oil and gas sectors & the renewable energy sector and achieving social justice and economic efficiency.
