Abstract

The study aims to highlight the concept of Public-Private Partnership (PPP) as strategic and effective tool as is proved to be indispensable in managing the developmental crisis in Syria after war, in addition to identifying ng the Critical Success Factors (CSFs) for partnerships in the business environment of the Syrian Arab Republic.

For the purpose of the study, analysis of local PPP projects in the information and communications technology (ICT) sector was  conducted, as PPP is of noticeable success and it contributed to the development of the said sector. Literature review of the most common CSFs worldwide was  collected and structured in a questionnaire survey circulated to the ICT institutions in public, private and joint sectors, in addition to general people. Data collected from 134 responses of a chosen stratified sample was  processed via SPSS. The results identified the success factors for the public-private partnership in the reconstruction phase, setting legal and administrative dimensions as priority. Finally, this study presented a model for the roles of the main players- the State, Public sector and assigning the leading role for the state with an effective role for private sector towards the success of comprehensive development.
