Abstract

The Constitution is the supreme law of the State and must be renewed in all its provisions as any other law, to be adjustable in order to keep pace with the requirements of the development of society, The amendment of constitutional rules is one of the means of creating harmony between the State's circumstances and the constitutional texts governing them, and bridging the gap between existing legal regulation and actual reality.

The constitutional amendment had therefore become the most important means, given that amendments to the Constitution could be made without resorting to the repeal of the Constitution or the disruption of its provisions.
