Respecting Human Rights under Exceptional circumstances
International Contemporary regulations of law insists on the necessity of respecting human Rights and Freedoms, under all exceptional, casual circumstances, and this respecting must be mentioned clearly in the other national legislations and constitutions. So even under the exceptional circumstances, its forbidden if the executive authorities damages this freedoms and Rights claiming that it is trying to save the public system and the safety of the State and this is clearly mentioned in the International declaration of Human Rights, such as international declaration on 1948, International conventions on 1966.Which allow its members to do what is needed to protect these freedoms and rights under exceptional circum stance which many threaten the safety of the State, but this must be done within the lowest levels so that to keep its obligations mentioned in the International law. This includes human Rights to live and to be treated equally with the others and not be under arbitrary arrest, the Rights of learning, and the freedom of expression and other general freedoms and rights. In a way that keep the legal insurance which make the balance between the society’s right to restrain all things that may damage its safety from one hand, and the human right to protect his general freedoms and rights on the other hand.
