Abstract

The research aims at an analytical study for the provisions of the Syrian General Elections Law No. /5/ of 2014, And to indicate the extent of the ability of its texts To deliver elements of efficient as members of local councils, By comparing it with the Egyptian Political Rights Organization Law No./45/of 2014, And then to reach a number of conclusions and proposals to improve the efficiency of the elected members of local councils, namely:

- Amending Article /43/ of the Law on General Elections, And to give permanent employees in the administrative unit owners the right to stand for election to the local administration.

- Amending Article /49/ of the Election Law So that the candidate is obliged to broadcast his electoral program and plan.

- Amending Articles /33/ and Paragraph /W/ of Article /32/ from its executive instructions, So that the first article obliges the candidate to attach his electoral program with the required documents, The second article requires that he possess a basic education certificate.

 - Adding a legal article to the electoral law related to placing the funds of the electoral process in a special account.

- Adding an article to Legislative Decree No. /107/ of 2011 Establishing an institute specialized in local development matters.
