Abstract

International humanitarian law acquires practical value when its rules are put into effect, and whereas international humanitarian law addresses states first, the implementation of its rules falls on states with all their bodies, and states' obligation to implement the rules of international humanitarian law creates an obligation on national courts to implement its provisions, as national courts are considered A pioneer in this field, and this is evident in the cases decided upon.
