Abstract

Integrated circuits are one of the pillars of the technology industry in the world, as they are indispensable in devices, machines and equipment of various kinds, and with the availability of planning design components for integrated circuits, the owner is entitled to obtain a protection document known as a certificate of layout design for integrated circuits by the competent authority to grant this certificate in The country is the grantor of protection, and we have previously discussed the integrated circuits in a previous research, so we have devoted this research to addressing the conditions for the protection and registration of integrated circuits, and the legal implications of granting this protection to integrated circuits, represented in the rights and obligations of the design owner, with an indication of the exceptions established in this regard, and a review of the behavior of the legislator The Syrian and comparative legislations in granting this protection alike, using the descriptive and analytical approach based on opinions and judgments regarding the rules concerned with the protection of integrated circuits, and the use of the comparative approach in relation to the national legislation under study represented in Law 18 of 2012 which includes the principles of granting patents, their registration and publication, and emerging rights.
