Abstract

In the international efforts seeking to strengthen the legal system of the international community in the context of anti-corruption, the United Nations Convention against Corruption of 2003 was adopted, which contains a set of measures aiming at effectively combating all forms of corruption, including the incorporation of a body or bodies which shall be entrusted with the task of implementing anti-corruption policies and procedures for combating the corruption and supervising the process of implementation thereof, however, as it is stated at the Conference of the States Parties regarding that Convention and concerned with the implementation of its provisions and the achievement of its objectives, that the strategies of the countries to combat corruption, especially those concerning with anti-corruption bodies, are not sufficiently effective; because the standards to enhance their role were not placed properly, which prompts the question of: what those standards are and how to apply them correctly in a systematic and accurate manner in order to enable these bodies to carry out their role efficiently
