Abstract

The COVID-19 pandemic constituted an exceptional circumstance in which the Executive Authority exercised exceptional powers to confront this pandemic in several countries. In doing so, it may not comply with the legal rules that must be respected. Cases in point include restricting the right to assembly, freedom to practice religious rites and the right to movement. The main purpose was intended to protect the public health considering that People are the basis of the State. Nonetheless, the Executive Authority may cause serious harm to the individuals while exercising the constitutionally guaranteed measures. The individual must be compensated based on the equality before costs and public burdens.

The Executive Power may also exercise several measures by which it affects other public authorities. In some States, it has taken several measures relating to the cessation of litigation, while some States dedicated the role of electronic litigation into practical terms during this pandemic. Other States activated The role of electronic voting in the work of local authorities.
