Abstract

The International Court of Justice, through its advisory opinion on the issue of Reparation for Injuries Suffered in the Service of the United Nation in 1949 affirmed the acquisition of international legal personality to international organizations alongside states. International organizations exercise their powers at the international level through its resolutions that express their independent will, which based on their charters. The exercise of these powers by organizations has resulted in various types of resolutions that can impact the international arena, especially when each organ of these organizations relies on different legal instruments. The lack of precise determination of the legal effects of certain types of resolutions leaves states uncertain about the resolutions of organizations, whether they fall within their powers or not, and about the mechanism for dealing with them and the necessity of compliance. That is due to the ambiguity surrounding these terms, while international organizations continue to strive to be more effective and have a greater impact on the international stage.
