Abstract

Turnkey contracts are considered a tool for developing the national economy for countries that are looking for sources of funding for their projects, without resorting to traditional means of borrowing, and it is also a tool for searching for a new experience to run their institutions in a modern way.

This explains why many countries resort to concluding these contracts with the aim of developing their economy, as contracts aiming to transfer technology and technical knowledge to their recipients in exchange for a financial performance to be paid.

And that the main target of concluding a turnkey contract from a legal and economic point of view is due to the desired benefit from its conclusion, which is the benefit of the economic operator from the expertise and technical knowledge of another economic operator, the development of competition in the internal market, and the invasion of the external market, in terms of allowing institutions or actors in the field To receive the techniques of running their institutions and factories, as well as to develop the workforce.
