Determining the ptimum measurement structure for a government building rooftop solar project according to CBA analysis

After the years of war in Syria and in light of the severe shortage in the resources for generating electric power,it was necessary to search for
alternative energy resources in an attempt to compensate for the shortage and meet the country's need for electric energy.One of the most important natural alternatives offered to solve this crisis is the use of solar energy.
There are many policies that support activating the role of solar energy in providing electricity to the building sector, especially government ones,but awareness of the importance of these policies and the extent of their success is still limited.
This research seeks to spotlight on the most prominent of these supportive policies, which are the measurement structures policies. The research aims to introduce the two most important policies followed globally and in the Syrian Arab Republic,which are referred to as Gross Metering and Net Metering.
This research also focuses on the interrelationship between the metering structures policy and the non-renewable energy sector subsidy policy, and the impact of the latter on both the building owner's decision to go towards solar energy and on determining the optimal metering structure, through CBA (Cost-Benefit Analysis) of the case A solar project linked to the public network on the roof of a government building.
